Agents are free in both.
Neither product bills agents as users. The difference is the price for people.

- Agents connect through the Atlassian Rovo MCP server, and act as the person who connects them
- Service accounts do not count as users, and each organization gets 5 for free
- More service accounts need Atlassian Guard, sold on its own
- Standard and up include Rovo agents from Atlassian

Where Jira is ahead
Jira does more today.
Jira is a deep, proven product. todos.sh is new and does less. If you need one of these, Jira is the better choice for now.
Built-in AI
Standard and up include Rovo Search, Chat, and Agents. todos.sh has no built-in AI. You bring your own agent.
Automation rules
Jira includes 150 automation steps a month on Free, and 400 per user each month on Standard. todos.sh has webhooks, but no built-in rules.
Boards and process
Jira has Scrum and Kanban boards, backlogs, timelines, custom workflows, and reports. todos.sh has a smaller set of tools.
Integrations
Jira connects to more than 3,000 tools. todos.sh has webhooks and an API. It cannot import from Jira yet.
Scale and compliance
Jira Standard allows up to 100,000 users per site, and you can choose where your data is stored. Premium adds a 99.9% uptime SLA.
Storage
Jira Standard has 250 GB of storage, and Premium has no limit. todos.sh Starter has 20 GB, and Pro has 100 GB.
